In most areas it isn't paper copies in a box that matter it is the written entry into the record page. These records are copied by many firms, for example title insurance companies, so the paper trail needs a lot more work.

Thanks - I see what you mean, but I don't really want to go into many more details, I just want to show that Clark is setting up the paper trail. Let's just assume that he's doing the right things...

Re the prisoner - more will be revealed soon. He isn't from an alt universe.
