Perry would have (equally obviously) taken steps to make sure Clark would be as safe as possible on his new assignment. Richard, on the other hand, didn't even try to explain any of that to Lois - maybe he'd never met Mad Dog Lane in person - and so confirmed all her worst suspicions about the situation.
