Hopefully, you'll be relieved to know that I was never intending this as
Deux ex machina to tie things up. I've strived for realism in this story, including realistically accounting for the likely aftereffects of a powerful EMP and major earthquake on the Eastern Seaboard. That kind of damage would take years to recover from under normal circumstances, and would be financially devastating, both to those in the disaster zone and the rest of the country as a whole.
From my perspective, realism also means that Superman would use every means at his disposal to mitigate that damage, including the use of his technology. The ability of Luthor to use stolen technology to grow his continent proves its viability. Certainly the combined knowledge of twenty-eight galaxies would have something useful. I've tried to avoid going over the top with the K-Tech, but as far as I'm concerned, the tech exists and is available, though it won't be able to do the job overnight, and it won't fix everything.
